I have to say, I have read the first page of the secret memo and yawned. Maybe there will be something more devious on the subsequent pages. I am certain that lawyers on both sides have circulated lots of memos to staff folks about what the law requires before a particular kind of ballot can be counted. In particular, it was the Republican Legislature, not some Democratic party hack, that in 1998 tightened up the absentee ballot requirements so much that you have to be an elections law attorney with a notary nearby to obtain a valid absentee ballot and cast it properly.
