It seems that Republican Secratary of State, co-chair of the Bush campaign,Kat Harris issued a ruling to poll workers not to check postmarks on overseas ballots. This directive was given early enough to make it clear, Stuff the absentee boxes because she would certify anything. Nobody wants to deny legimate votes that are skipped because of mistakes in the post office. Many of these ballots do not contain mistakes, but instead clear signs of fraud, such as Florida postmarks on ballots that should have come through a military post office. The history and chain of command for disputed absentee ballots needs to be checked thoroughly before they are considered.

County observers argued over how to interpret a pre-election memo by Harris that said overseas ballots "must be received by the supervisors of elections by midnight Friday. They are not required, however, to be postmarked on or prior to last Tuesday (Nov. 7)."
