The writ of mandamus ("we demand") is an order to an official to perform his ministerial (nondiscretionary) acts.
Boies made a big point of the ministerial nature of the SOS's certification. I haven't read the briefs, but I would be surprised if he he didn't ask for a writ of mandamus (or the equivalent) to order the SOS to certify the final (amended) county returns including manual recounts in three counties and absentee overseas ballots.
