You make a very good point and I think the question you raise may be at the heart of the matter.....<g> and it may not be the system itself, it may be just the people at the wheel itself.....

I mean, I suppose we can completely scrap our entire legal and law enforcement system and start all over again, but I think there is so much good mixed in with the bad that starting over would be the proverbial throwing out the baby along with the dirty water.....<g> generally speaking, the good is at the bottom along with hard working people who are trying to make a living and support their families and do their jobs the best way they can, and the bad is at the top where political favors and the good ol' boy mentality allows for corruption to take seed... isn't it something, that we can find this same paradigm everywhere we look...

Actually, yes, I do have a basic underlying trust that people are people and each of us are trying to do our jobs in earnest... I think where the problem of mistrust comes in to play is when we shift the focus from the hard working individual who is doing his/her job, to the system itself and the few bad apples in each group who abuse their power, how little their power may actually be, this would apply to anyone in any quasi-administrative role...
