from what I understand, questionable ballots are put in a separate pile that are judged by the canvassing board (which are mostly Dems).

with all the movement of the ballots, unless each ballot is transported/monitored by a neutral party or both Dem/GOP rep at the same time, whose to say what can happen?

these "chad" ballots are *not* designed to be man-handled... they are meant to be machine counted.
