I can almost guarantee that the popular vote being as close as it is...would change in favor of Bush if all the people who voted for him had a hand-picked recount team to make sure their vote was counted as well... If hand counts would have carried any of the Gore states, the Bush campaign would have requested them. There failure to do so indicates they would have failed to change the result. The 200,000 Gore margin would not have been changed by any recount.
