I am not so sure about your conclusion. There is no evidence so far that the Democrats will make up the existing difference with recounts. The latest on Broward Cty is up 112 for Gore with about 3/4 counted; Palm Beach is about even with a lot also counted.

In fact, there has been such a large number manually counted so far that it is probably unlikely from a statistical point of view that Gore will overcome the difference unless the counting rules are changed. Of course, the Democrats realize this and are trying to change the counting rules.

It is possible that no rules may work for them. If you start with the hypothesis that that the feeble account for most of the dimpled chads, then it is possible that counting them may not exhibit the normal Democratic pattern in those counties, as people tend to get more conservative as they age.

Then we have the uncounted military ballots net for Bush and removal of the felon votes as a net subtraction from Gore. The recounts may all become moot, which would be a desirable outcome for the country.
