I see your point. I suppose there could be some variable numbers, kind of like the reimbursment rates for medicare doctors (which vary accoriding to local cost of living).

Any normalization of rates will affect rural, low cost of living areas, more than urban centers, so I would guess the republicans have more to lose from your proposal.
