In addition to your theory I suggest that it is highly likely now that the (newest numbers) 1,100 military votes will also be counted which were disqualified because of no postmark......the military in many cases does not postmark mail.

Bush carried 63% of the allowed military votes so it would be expected that he would have a net gain in overall newly allowed votes of 246 votes bringing his new totals to 1179.

Im not factoring in any other votes as Im not sure what else may be allowed to be added to the totals, recounts ect.
