Yep. So far the scheme I think is best is to use paper ballots with bubbles like they use for standardized tests, keep the ballots after they are voted in clear plastic boxes out in plain view, count the ballots at the polling place when voting ends, do this publicly, and then post the results publicly at the polling place, and then send them to the central location.
