Judge Charles Burton estimated workers had
recounted more than 50 percent of that county's ballots by midday today, with little change
in the tally. "I have not seen a big swing in either direction," Burton said.

As of 4:05 p.m., Broward has completed counting 518 of its 609 precincts, giving Democrat
Al Gore an unofficial net gain of 118 votes.

In Miami-Dade County, 11 of the 614 precincts have been counted, giving Gore an unofficial
net gain of 12 votes in the county. The hand recount there began today after completion of a
machine count to isolate questionable ballots. Election officials will use their discretion to
determine whether those ballots should be counted by hand.
