The Pendulum continues:

Klock, who is right on bro on the law, is relying on the statutory time limit of seven days. This opens up the question of Constitutional Due Process. Ie, could the this seven days be extended until the Fed rule commands it. Which means the court Could order an extension.

His argument is that is what the legislature intended. What he should be arguing is that the county determination is NOT conclusive, that it still may be questioned.

But he has given the Court the impression that the county has the final cert determination.

He was on a roll there for a while.
