QUALCOMM Expands NEC's CDMA License for 3G CDMA
SAN DIEGO--(BUSINESS WIRE)--Nov. 20, 2000--QUALCOMM Incorporated (Nasdaq: QCOM - news), pioneer and world leader of Code Division Multiple Access (CDMA) digital wireless technology, today announced an amendment to NEC's existing CDMA subscriber unit and infrastructure license agreement which expands the licenses under QUALCOMM's CDMA patent portfolio to include the development, manufacture and sale of subscriber and infrastructure equipment for third-generation (3G) CDMA (i.e., cdma2000, WCDMA and TD-SCDMA) and 1xEV (HDR) products. Under the terms of the amendment, NEC will pay QUALCOMM a license fee and ongoing royalties at the same rates for 3G as those for cdmaOne equipment, irrespective of the licensed CDMA standard.

``QUALCOMM's patent portfolio continues to be recognized as essential for development of all proposed third-generation CDMA systems,'' said Steve Altman, president of QUALCOMM Technology Alliances. ``We are very pleased to include NEC to our growing list of second and third-generation CDMA licensees. Working together, QUALCOMM and NEC successfully deployed CDMA in the Brazilian market. With its experience in CDMA, its existing supply relationship with NTT DoCoMo and its expanding presence in Europe, we expect NEC to be a major supplier of CDMA equipment, including WCDMA. In fact, NEC was one of the earliest companies to announce shipment of WCDMA equipment to NTT DoCoMo.''

``QUALCOMM is the pioneer in CDMA technology,'' said Toshiyuki Takenaka, associate senior vice president and executive general manager for NEC Corporation. ``We are pleased that NEC extended its existing license agreements to enable it to continue to supply CDMA systems. We look forward to continuing our positive relationship with QUALCOMM and help grow the worldwide CDMA market. As the chair of the TSG Radio Access Network of 3GPP, NEC greatly contributes to the elaboration of Release 99 & 00 standard.''

OT - FL Supreme Court

I think that their questions accurately balanced the dilemma before them. My question is how they made an injunction against the Secretary of State with no legal standing, i. e. there was no petition before them to make a legal judgement.

However, the turn of events seems to be improving as the FL Attorney General has ruled that overseas ballots that were discarded for lack of postmarks must be included. This could deliver Bush an additional 300 to 500 votes, assuming the same margin of vicory for the remaining 1400 votes. That would increase his margin to 1230 to 1430.

With 50% of Palm Beach in and 80% of Broward in, Gore has only picked up 127 votes. With Vollutia arleady in, Dade County is the only wild card that could tip the balance in favor of Gore. I think that Gore's strategy to erode Bush's margin of victory through dimpled ballots is falling short of his objective.

With the Supreme Court making a ruling, this strategy works in favor of Bush from this point. If they rule in favor of Gore, they have diminished their ability to contest the election results since their protests have already reached the highest court in Florida. If the court rules in favor of Bush, Gore suffers a complete loss of confidence and the election results will be certified without further delay. This would force Gore to contest the election results with the State court in Leon County which maintained that Harris demonstrated proper discretion in denying the Democrat's complaints on Friday.

I think the lack of legal challenges left for the Democrats is becoming obvious.

OT - You're right, their minds were already made up. They were all considerably more hostile to the Republicans than the Democrats.

I heard an interesting statistic on the radio: The justices asked one question per minute of the democrats and two questions per minute of the republicans.

Interpretation: Hostility and constant interruption towards the republicans.
