In Broward County, the recount had yielded 108 additional Gore votes after 461 of 609 precincts had been hand counted, according to officials.

In Palm Beach County, an expected treasure trove of Gore votes, a Democrat lawyer said Bush had a net gain of seven votes after manual recounts in 108 of 531 precincts.

``There's been very little change (from machine counts), honestly,'' said Judge Charles Burton, Palm Beach Canvassing Board chairman. ``I haven't seen a big change for either side.''

Miami-Dade County could yield additional votes for Bush, analysts said. It went marginally to Gore, not overwhelmingly as Broward and Palm Beach did. And because its population is dominated by Cuban Americans, its immigrants are more likely to be Republican than the other two.

Palm Beach and Broward counties are expected to finish their recounts early in the week. Miami-Dade County, Florida's most populous with 2.2 million people and holding 654,000 ballots, only started its manual recount on Monday. It may not finish until Dec. 1.
