Check and see what a similarly configured P3-rambus system at Dell is...I haven't but if it's the same price, whos the culprit? Subsidies?

The price difference between 1.4 GHz P4 and 1 GHz P3 is only about $100, and the price difference in motherboards is probably $50 to $100. If you factor in Dell discount, those shrink as well. BTW, looking at the system, I didn't see if it uses PC-800 or PC-600 RDRAM
