We have a large population of immigrants -- especially Filipinos and other Pacific Islanders. Several members of the legislature are Filipino immigrants. The governor is a a second generation Filipino highly dependent on Filipino votes. You cannot even challenge a Filipino voter unless you speak Tagalog or Ilocano. The polling officials in Filipino areas sometimes don't speak English. Ballots are printed in Tagalog, Korean, Chinese, Japanese and Samoan (as well as English). We got a lot of aloha here.
