Dear Ish: THAT is the crux of the whole Republican case. The rules of the game are changing and to be even more ridiculous not only changing in midstream but changing from county to county and from time to time within each county. The LAWYERS and I include judges in that term, HAVE REALLY FOULED this one up. I would imagin the Legislators are chewing nails. I bet if time and politics permitted one could successfully argue they have screwed this up to the extent the entire process is now invalid. However, to get back to your original point, the instructions TO THE VOTER ON THE BALLOT FORM are you are to PUNCH THROUGH the card and when removing the ballot you are to INSPECT THE CARD to be sure that all chads are removed and if you are not happy you are to take your old ballot to the local supervisor and request a new ballot. Thats the instructions, from there we have come to THIS. JDN
