Six(6)% of Americans believe the four counties ought be included alone.

I was captivated by what I felt was an interesting tone as Boise was cut off at the end by the words "I think your time is up, Mr. Boise," as Boise was arguing to include only the four counties, as I recall. I can't be sure, but I got the distinct impression there was more in his tone than met the ear, and the above stat. ought to explain full well why.
