Governor Gilmore is on FOX now. He is upset about what Gore is doing. He says Gore has compromised the voting process and the public confidence in their vote being properly counted. He further says Gore is now compromising the public faith in our court system with his unfortunate determination to win this election, regardless of cost to the American people.

You don't agree with what? You don't agree that the statute is clear? Or with my summary of the standard interpretation of administrative law? Or that the statute is a good idea? My point isn't whether or not the statute is a "good idea", or whether it is "fair". I'm just reading the statute and telling you what it says. Maybe the statute should have granted 2 weeks, or 3 weeks, but it doesn't. Maybe it should have placed some limits on the Secretary of State's power, but it doesn't. Therefore the limits of her power would be the normal limits of power under administrative law. Carl
