As far as your questions of throwing out counties in a Presidential election? I don't know, and I don't believe there is a precedent to measure it against. 2. I would surmise that the Secretary of State under the auspices of the legislative branch would have to take the necessary legal steps. But it's just a guess on my part. 3. This thread has heard of this before, as for the rest of the media, I'm not really sure. It may have something to do with the difficulty in explaining statistics in a clear and intelligent way. The figures are there for anyone so inclined to check out the data. And after nearly three weeks of having this data posted at numerous sites around the net, I've yet to read one serious analysis disputing the findings.
