There appears to be some confusion over the absentee military ballots. Federal law requires them to be counted if there is no postmark unless they are somehow otherwise invalid. The federal law takes precedence over the state law.

Yea, I heard that after my post to mishedlo. However, there are still other restrictions, like they have to be witnessed, et cetera. Whatever rules have been used in the past to include or not include the votes need to continue to be used. You can't change the rules about butterfly ballots nor absentee ballots in the middle of the election. I'm sure we'll see plenty of new election legislation enacted by state governments during the next sessions <G>.
