I believe the republicans were filling in data on those applications after they were signed and returned to the counties.

As to your article on Texas. It was Bush's policy not to oppose Democratic legislators who had supported him on one of his major legislative priorities. In fact, Bush and Rove made sure that such Democrats would not have serious Republican opposition. Not too many years ago there were no Republicans (to speak of) in Texas. Everyone was a democrat no matter what philosophy was followed. This is still true in parts, especially east Texas. Bush will never be able to do this on a national level. It's almost an inside joke that he and Texas is ready to play on the national scene.
