Concerning overseas ballots from the military, there is federal law addressing these ballots that preempts the law of Florida. There is already law in place to protect these ballots, and therefore to enforce the counting of them is not retroactive.

Another case of attempted certification.

Actually the strict requirements for overseas & military ballots were an invention of the Florida Republicans. The idea was that if they made the process difficult and error prone then it would discourage most voters. They would, however, make the process easier for their selected voters, mostly servicemen but also any republican on their list, by pre-printing the trickier information such as registration numbers and mailing the requests out. They expected the bulk of the mistakes to disqualify democratic voters who weren't getting this red-carpet service.
