Jimbo, my opinion is supported by the facts; namely, that when the votes already counted are so close (the facts), a prudent administrator (the Secretary of State, in this case) is obligated to make as accurate a determination of the total vote count as possible. A manual vote count improves the accuracy by allowing the counting of some ballots that were rejected by a flaw in the card readers. The flaw is that the card reader will reject any card with a chad still attached. The rule that the Republicans are clinging to (as tightly as a chad still attached to a ballot card) is that any ballot that is not completely punched must be rejected because that is what the machine does, and because the design of the machine makes it impossible to do anything else. I would argue such a rule is arbitrary and capricious and has the end result of disenfranchising voters.
