I think your operative wiggle word must be almost. As for me I would like to see all under votes examined and counted if warranted.

But I think there are a couple of reasons for this not happening. First, Bush missed the boat to make such a request. So here he is arguing that the law should be followed, but he would have to benefit from not following the law. Second, and imo likely the real reason is that Democrats draw their support from the less advantaged minority groups that may be less careful in "removing" loose chad. So it may well be that in the more Republican counties he really wouldn't benefit at all and in fact might well lose even more votes. This of course makes their 14th Amendment Appeal a bit of a joke, but then I think it likely is in any event.
