tippet-- And who can't take responsibility -- what you mean is won't -- very few mothers are incapable of giving a child what they really need ... You'd be amazed at how many mentally ill women and women who have extremely low IQs find themselves pregnant without choices, options or support and wholly unable to care for themselves let alone a child. Ever looked at the stats and reasons for foster care placement? I have. Because that's where their kids wind up...in foster care...by the hundreds of thousands. Would this be yet another "welfare state" program you'd like to eliminate? After all, it is a form of compulsory support that encourages no responsibility. If so, better add on some extra bedrooms to your house. Personal help from me for individuals who by virtue of some bad choices have wound up in a bad way but want to do the right thing ... you bet I hope you have deep, deep pockets...very deep.
