Howdy, JDN, tonight ABC news anchor, Peter Jennings, said that the reason that most of the *overseas votes* was tossed was because the voter did not sign the envelope that included the ballot. For the most part, it is impossible to tell where overseas votes come from. There are both military and non-military voters.

It could be that certificaion from the State of Florida will never make it to the Electoral College.
