Yes, I have heard this too, I have also heard that sometimes a "hanging chad" is pulled off when the card is removed, but the chad remains sideways in the chad-hole of the votamatic and can gum up the works. In both of these cases the more chad that goes through the hole (the more popular the candidate) the more likely that the obstruction will occur.
