Yes they are and in full view of the World to see. It has nothing to do with network errors. The Florida election was certified except for the remaining absentee ballots and Bush won subject to contests.

The FSC selectively extended a deadline for selected democratic counties. If they can extend one election deadline based on the right for every voter to have his/her vote counted....then they should have extended the deadline for an equal number of voters with an equal weighting of Bush over Gore votes. They are saying that the overriding concern is the right to have one's vote counted. Why is this right granted to a selected group of counties with an over weighting of democrats? Why shouldn't republican leaning counties also benefit from a rewriting of the law allowing them an equal opportunity under a new set of rules? What did the Gore campaign mean when they said an election shouldn't be won on a technicality? What is meant by the will of the people? Does it mean the will of some people and not others?

If one set of rules is rewritten to benefit one side of an argument then one would think that a fair arbiter would rewrite the rules such that both sides have an equal opportunity to have an equal number of votes recounted. Why can the filing deadline be waved whereas the right to ask for a recount deadline not? If the FLC goes in the direction of rewriting law shouldn't they do it with an even hand?

IMO it is clearly stealing an election. I wish Gore the best of luck with his *prize*. OJ comes to mind.
