That needs a nation wide hand count so that each voter's intend is carefully examined.

Forgetting about fairness to the geographically deprived (just kidding), think about how you would go about ever getting such a issue ratified. How do you convince enough States to ratify a Constitutional change that would strip them of the great power that they now possess?
