Courts frequently set new deadlines when two sections of state law conflict, which is what we had here. What the high court did was well within the scope of its powers and was not an example of legislating from the bench. The courts -- not only in Florida, but also in other states -- have been consistent in that the "intentions of the voter" are paramount.
