I think the issue is more complicated than whether the machines malfunctioned. I saw the Texas legislator on TV speaking about why the Texas law allows for counting these dimpled chads. Apparently, in some cases, it is not so easy to puncture the chad, or in some machines, the chads pile up in the machine so that you'd have to be Paul Bunyun to puncture them. That is why we have so many of these weird indents. And that is why hand counts do come out different than machine counts, and why Texas and many other states have laws that say indents can be counted.
