under one provision,she has discretion. the court would have to show she abused her discretion. they would have to show her decision was clearly erroneous. they didn't. under the other provision it was mandatory to reject the votes.
the court overruled the lower courts-again without meeting the necessary standards. the lower courts find the facts. the court ignored the facts and the law.
