hdl is exactly correct in his interpretation law. The principles are well established and not ambiguous. Harris simply did what she was required to do, and the Democratic judge Lewis who ruled in her favor correctly interpreted the law. The legislature could have provided 3 weeks for recounts, but they didn't, they provided 7 days from the election. Harris did not have discretion over that under the statute. Of course in Florida apparently you can make up the rules as you go, so Harris should have know that she wasn't obligated to follow the law. Instead she should have simply petitioned the Supreme court, saying that while the law as passed by the legislature was clear enough, she needed their instruction since obviously they would overrule the legislature.
