I think Bush is trying to show he has character. However, I agree that he needs to do some of his own talking and show that he is a leader. He needs to tell the public what HE REALLY THINKS. Even if nothing changes, they will know that he isn't in hiding.

I think if we wants to take it to a higher court he will prevail. I am not an attorney so I will not comment on the effectiveness of his strategy. I defer to you on that point.
