Bush never agreed to the recounts, even a full state recount, because he knew that any true count of the ballots that the machine could not read would favor the Democrats.

As it happens, most of the older punch card readers were used in Democratic areas. Most of the Republican areas used newer scanning readers which don't have as high an error rate. So there are more real uncounted Democratic votes than Republican votes.

So Bush chose to demonize manual recounts instead.
