I would agree that the election process is not fair from the beginning. However, once the voting day comes and passes, that is behind us. Now with every day that passes and the votes are not counted and you limit it to specific counties, the opportunity for fraud increases dramatically. Instead of trying to rig an election across the United States with cigs for votes or not allowing blacks to vote in a precinct, you are now focused on a specific area where your acts would be able to have the most impact and produce the result you desire. Hard to swing an entire election when one talks about the entire US, much easier if you can narrow it to one or two counties...then extend the time for the counts as much as possible and you have an ever expanding opportunity.
