I would agree with you, but absent any legislative discussion on that point and absent that issue being before the court since the trial court did not address it, the SC is unable to rule that that is what the legislature "meant" when it determined 7 days was it.

That's why under Florida law they have the seven days post election deadline for re-counts in the first place ..

With the provision that there is discretion to accept tallies later - a discretion that Mrs. Harris incorrectly stated she did not have.
