Well, personally I would guess that the transistors would be better spent on things other than the branch prediction, but it seems to play well with everyone else. I also suspect that you have to work over the exclusive cache circuitry for hardware pre-fetch, otherwise you wind up pre-fetching stuff into the L1 that has to be evicted if it is wrong, which is a strong possibility. But, AMD had to totally re-work the cache anyway to make it modular so that might not have been that big of a deal.
