There's a couple of items being considered by the department of the interior that should come to fruition in the event of a Bush win. Easing of royalties in deep water production, the use of FPSO, and perhaps some easing of the regulations around building refineries. If there's enough pain this winter b/c of NG shortages there may even be some move to open up the eastern GOM for exploration. I haven't found a play in refinery construction - know of any?
