The heatsink is supposed to be attached to the case for structural reasons, not HVAC purposes. It's a pound, they must have been worried it'd warp the mobo. I don't think 4 screws can transfer much thermal energy.

fyo, The leverage of the heat sink wagging a flip chip with shipping movement by UPS etc could lead to silicon fracture....thus they attach the heat sink rigidly to the case.
