Actually, it's not! "Absolute max rating" are exactly that. They don't have much to do with "max operating ratings".

If you notice that the "Absolute Max rating" for Vcc is listed as 2.1 volts. However the processor does NOT even support that core voltage setting.

These rating are more from a "breakdown" standpoint.

The max Tj (i would guess) is probably below 85 deg C.

I cannot believe that the die to case temperature would be more than 5 deg C (or thereabouts).

That would put the Max Tj at around 75-77 deg C, significantly poorer than the Athlon Max Tj of 95deg C (but not quite as dire as the absurd spec of 62 deg C for the 1G p3).
