Nadine....I think your argument of loss of control of local boards is a bit disingenuous.....local control of these boards was lost after the election results were known, as it was at that time that the Gore lawyers descended upon them, forcing them to hold manual recounts in the name of some Palm Beach voters (go figure) Broward and Dade initially felt a recount wasn't necessary, ie. the machines were fair...but as the election returns seemed to forcast an certain outcome, they came under great pressure to recount, without any unifying standards across all counties...hence the inherent unfairness doc
