He is maintaining that once Miami agreed they are required by law to do it. He forgets the first time they said NO no need ONLY agreed second time under pressure. This Daley guy isnt going to give up until he is really punched in the nose. Hope courts refuse to accept the case. JDN

Sounds like a reaffirmation of Gores "will" rather than the peoples'. I can't imagine they will prevail in court.
