This is true. I don't believe I said different.
And I do understand what you are saying...
The chain of events didn't happen exactly the way you might think, however...
In the end, the Dade canvassing board went back to what they wanted to do in the first place, just take the machine recount. OTOH, it appeared on what they did hand count that Gore had gained about 150 votes and could over take Bush. This was only because they counted the heavy Dem precincts first...
