Was the purpose of the FAB 30 expansion ever settled?

Is it to go from 6K wafer starts per week to 8K? Or is it to support additional processing of the 6K wafers? (low K wafer prep)

They still list FAB 25 as a 6K WSPW 90,000 sq. ft. clean room facility here:

I know there was a press release saying they were expanding it to 120,000 sq. ft. but I can't seem to find the release.

I guess it's either the difference between 11M parts per quarter and 14M parts per quarter or the difference between buying low K wafers and making them. Does anyone remember if this question was ever answered?
