The idea came from Pat Buchanan, who expressed amazement that the votes from a heavily Jewish area in Palm Beach County would go for him, given that many people beleive he has made anti-semitic remarks. He got some 3400 votes and stated that it was very likely that at least 2000 of those votes were not his. He was referring to the claim made by some voters that they may have inadvertantly punched the hole for Buchanan instead of the hole they intended for Gore. That's where the 2000 comes from. As long as the Bush margin is less than that, there is a very strong suggestion that Bush will become known as the illegitimate President.
