Though I'm in agreement with you as to the will of the people, whatever that means, the truth of the matter is that Democratic voters in Florida live in ghettoes and are concentrated. Thus, they are at a distinct disadvantage in that their ilk, er, candidates are voted in with exuberant majorities, but their district level clout is extremely prejudiced by their habitation preference. The State legislature, Republican controlled, has no interest in Gerrrymandering the districts to provide greater diversity in election districts. Au contraire, mon ami, they will bend over backwards to insure that Democratic enclaves are further insulated from the districting perogative of the legislature. I know of few things in this life that are certain. This is one of them.
