What you propose makes sense. Doing such, in my opinion, would even further minimize the need for a huge, costly military. Don't get me wrong; we can still remain strong through attracting the right people and via technology. I think we will see more dismantling of the United States military by whomever wins the presidency. If Gore wins, the dismantling will come about because of philosophical reasons. If Bush wins, he will be forced to cut back military spending substantially in order to pay for his proposed big tax cut in light of the economic downturn that is happening right now.

I think you would agree with me that as the world becomes "safer for democracy" (look at the recent change in North Korea, for example), there's no need to spend so much for a United States military machine. Russia has now proposed even further cutbacks in its military.
