That was my theory. The parties could probably have swung some of those close states just by ensuring that districts populated with their voters had the best of voting machines, and paid for some professional ballot design.

Not a bad suggestion about upgrading election tech.

As long as there are chads, partisan vote mining remains a threat in future elections.
